President Obama's decision to extend a moratorium on new deepwater ocean drilling comes at a time when Americans are divided, 50% to 46%, between support for and opposition to increased drilling for oil and gas off U.S. coasts. Support has declined since the major oil spill off the coast of Louisiana.
