In the past, blacks often pulled themselves into the middle class through government jobs, and, true, 24 percent of today’s employed blacks work for federal, state, or local government. But the number of black-owned businesses was up a remarkable 45 percent between 1997 and 2002. More and more black movers and shakers are talking about promoting financial literacy and greater black access to capital—“silver rights,” some call it. “Civil rights was about civil liberties and justice; silver rights will be about choices, mostly our own,” explains John Hope Bryant, founder of an advocacy group aimed at securing those rights, Operation Hope."
