Mission

The National Black Caucus of State Legislators (NBCSL) primary mission is to develop, conduct and promote educational, research and training programs designed to enhance the effectiveness of its members, as they consider legislation and issues of public policy which impact, either directly or indirectly upon "the general welfare" of African American constituents within their respective jurisdictions.

01 Rep Joe ArmstrongThe National Black Caucus of State Legislators is the nation’s largest membership association of black state legislators.  Over the last 36 years, the organization has grown from 14 members to a body of over 600, who are committed to educating and creating opportunities for their constituents.

Providing a voice for under-represented and impoverished communities, NBCSL unites black legislators from across the country and presents their issues on a national scale. Each year, NBCSL meets to discuss policy issues and best practices, and to pass policy resolutions that embody the inherent core values of the organization. Highlighted policy issues include health disparities, renewable energy, housing, education, and emergency preparedness. Our priority is to implement policies that will protect and benefit all Americans.

With a mission focused on policy innovation, social equity, and collaboration, our organization does not do this work alone. Through partnerships with members of Congress, labor unions, non-profit organizations, and private corporations, NBCSL keeps its members abreast of upcoming trends that affect residents in their states.

The National Black Caucus of State Legislators exists to provide a voice to constituents. It is of vital importance that our organization maintains the honor of its focus and the strength of its unity. This unity and focus comes from partners like you.

The National Black Caucus of State Legislators is dedicated to serving.

Representative Joe Armstrong (TN)
President, National Black Caucus of State Legislators
