Prior to serving as Senator Manchin’s Chief of Staff, Hayden ran for North Carolina’s 11th Congressional District, the seat of former Congressman Heath Shuler. Hayden previously was the campaign manager for Congressman Shuler’s campaigns, including one of the most high profile races in the country during the 2006 elections, which resulted in a landslide victory over an eight-term incumbent. Hayden then went on to serve as Congressman Shuler’s long-time Chief of Staff and top advisor.

During his time in Congress, Hayden was actively involved with the Blue Dog Coalition, a caucus of moderate and conservative Democrats, and gained valuable experience as a political strategist. He was well-known for his ability to reach across the aisle to build coalitions and achieve solutions. Hayden is respected in both political parties and is comfortable navigating both chambers of Congress and the Executive Branch.
